The Duke of Edinburgh’s Award

The centrepiece of CJIW’s work with young offenders across Wales, the popularity and effectiveness of the Duke of Edinburgh’s Award as an accredited diversionary activity in the Welsh criminal justice system has been proven and established for 15 years with over 10,000 youngsters taking part.  Available to 14-25 year olds, the vast majority of CJIW Award participants fall beyond the scheme’s traditional reach and are excluded from participation due to social and economic circumstances.  The support provided by CJIW allows participants the opportunity to engage with and achieve the full range of opportunities offered by the Award and the associated benefits of enhanced educational and employment benefits.

The Endeavour Award

Launched by the former Minister of Prisons and Probation, the Rt Hon David Hanson MP in 2007, the Endeavour Award is a CJIW initiative that has become an established feature of the Welsh criminal justice landscape.  In extending the opportunities of the Duke of Edinburgh’s Award to those aged over 25 older participants take part in a wide range of challenging activities and educational programmes leading to a modular, holistic and accredited programme of personal development.

Enhanced Community Punishment

CJIW works within Youth Offending Teams across North Wales in the provision of purposeful and challenging unpaid work opportunities for 16-18 year olds.  Value is added by the encouragement of voluntary participation in the Duke of Edinburgh’s Award and the achievement of additional qualifications outside of the time allocated to their statutory orders.  The programme offers further benefit in providing unpaid work as a service distinct from adult offenders.  Evaluation of this programme has indicated a significant increase in the rate of successful completion of community and subsequent reduction in re-offending by participants, acknowledged by the Howard League for Penal Reform which awarded the project national runner-up status in its 2010 Community Programme Award.

Independent Living Skills/Future Skills

Many of CJIW’s diverse range of educational inputs have been consolidated into the Independent Living Skills programme delivered to Probation, YOT and Drug Interventions Programme participants.  The twelve week course encompasses theoretical and practical sessions focussing on finance and debt, citizenship, accommodation issues, substance misuse, education and training, together with attitudes, thinking and behaviour. 

TAPE – Music and Film

Our latest successful collaboration is working with TAPE Music and Film who provide exciting opportunities for participation in music and film projects. CJIW and TAPE have jointly developed and equipped a resource centre in Colwyn Bay and, of course, supported the development of the actively gigging service-user band – Wild Stallions! The latest CJIW/TAPE joint venture involves assisting service-users in the production of a DVD promoting the services offered by the DAWN project.

Football Academy

The CJIW Football Academy, comprising of two tournaments over the summer months, has become an annual highlight with over three hundred young people participating in the events at Prestatyn Town FC.

Open College Network

Our successful partnership with YMCA Community College continues to develop with an extensive range of OCN units available to participants wishing to return to learning.  OCN accreditation is a cross-cutting theme across all of our interventions and many students follow the progression route from Award to Certificate to Diploma.  CJIW’s staff are fully qualified at the industry-standard City and Guilds 7303 Train the Trainer qualification.  Over 2,400 OCNs will be delivered in 2010/11.

Adventures Services Challenge

The Adventure Service Challenge scheme operates in partnership with Swansea and Gwynedd/Mon Youth Offending Teams and has proved adept in involving disadvantaged under 14 year olds in stimulating constructive activities which serve as a pathway to later involvement in the Duke of Edinburgh’s Award.

Circles of Support and Accountability

Established in May 2007, Circles of Support and Accountability has recruited and trained eighty volunteers to support and monitor sex offenders in their communities.  This groundbreaking programme has assisted thirty-four high-risk offenders to reintegrate into society and has prevented any further incidences of re-offending.  The programme has received awards from the North Wales Criminal Justice Board and WCVA and has received substantial funding from the Tudor Trust.

Volunteering

CJIW has recruited, trained and managed over one hundred volunteers deployed mainly through the COSA and Arc projects.  In addition to our adult volunteers, participants have undertaken thousands of hours of voluntary work and sponsored activities in their communities including raising £10,000 to purchase a cancer care bed at Glan Clwyd Hospital.

Our Objectives:

CJIW’s objects, as lodged with the Charity Commission are ‘To advance education and reduce crime and anti-social behaviour by providing or assisting in the provision of recreation facilities, advice, guidance, accredited qualifications and education in the interest of social welfare for those inhabitants of Wales who may come into contact with the criminal justice system and/or who may be in danger of doing so, or people with social disadvantage, in order that they may play a full role as individuals and members of society.’

Our Mission:

CJIW’s mission is ‘to develop those with whom it works in order that they may achieve their full potential both as individuals and members of society’.

CJIW in the Press

We seek to utilise local press and broadcast media to help counter the constant stream of negative people regarding young people in the national media and, in so doing, re-assure the public that young people are willing and capable of playing a constructive part in their communities.  This is just a small sample of the headlines that CJIW has attracted this year.

During 2008-10 CJIW:

  • Worked with over 4,000 service-users across Wales.
  • Delivered 2,120 Open College Network units through our partnership with YMCA Community College.
  • Supported 115 young people in the achievement of Duke of Edinburgh’s Awards and helped another 1400 gain sectional certificates.
  • Ran 23 Duke of Edinburgh’s Award expeditions with 128 participants.
  • Helped 673 service-users into employment or further education.
  • Recruited, trained and deployed 106 volunteers to support participants across Wales.
  • Employed 29 full-time and three part-time staff.
  • Employed 16 young people under the Future Jobs Fund.
  • Successfully delivered the Future Skills Demonstrator project on behalf of the National Offender Management Service.
  • Provided Circles of Support and Accountability to 34 high-risk sex offenders.
  • Devised, organised and ran two diversionary summer football academies involving 350 participants.
  • Organised and supervised 8,200 hours of unpaid work for 16-18 year olds, with 87 successfully completing this element of their orders.
  • Expanded our partnership with YMCA Community College growing from a total of 620 OCN units delivered in 2007/8 to a planned 2,500 in 2010/11.
  • Continued delivery of the Endeavour Award, a modular personal development programme accredited by the Open College Network for those aged over 25.
  • Developed delivery of the Adventure Services Challenge for 8-14 year olds in Swansea and Gwynedd/Mon Youth Justice Services.
  • Helped service-users raise £10,000 through sponsored activities for the purchase of a cancer-care bed at Glan Clwyd Hospital, Denbighshire.
  • Achieved 117 positive press reports highlighting young people’s positive contribution to their communities, as well as 16 broadcast media features.
  • Supported the development of Arc Communities, a faith based project providing assistance to homeless people in Bangor and Colwyn Bay.
  • Developed an agricultural social enterprise in Denbighshire providing horticultural training for 150 young people each year.
  • Received £370,000 in new funding from the BIG Lottery, Tudor Trust and Rhyl City Strategy to support project delivery.
  • Recognised by awards for good practice by North Wales Criminal Justice Board, Wales Council for Voluntary Action and the Howard League for Penal Reform.

    Chairman: Dr Dewi Wyn Roberts MBE, MA (Cantab), MB, B. Chir, MRCS, LRCP, LP, DL
    Dewi Roberts was educated at Beaumaris Grammar School, and Downing College, Cambridge. He qualified as a doctor in 1964, and spent his professional career in general practise.He is a former Welsh international athlete and Cambridge Blue.He now devotes his time to sport and youth issues. He is a former High Sheriff of Gwynedd,and currently Deputy Lieutenant.He is a member of the council of Bangor University.  He has been the Chairman of CJIW from it’s foundation.

    Mr Jeremy Corbett CBE,MA
    Mr Corbett’s career was spent in the Probation Service, finishing as the Head of Interventions with the Dyfed Powys Probation Trust. He has extensive experience of the voluntary sector, having served on a range of Boards at local and national level, and was Chair of Victim Support’s National Council from 1999-2002 and Vice Chair of their Board of Trustees from 2005-2008. He currently represents Victim Support on the Criminal Procedure Rule Committee. In 2007 he was awarded a CBE for services to the Criminal Justice System.

    Mrs Stephanie Price
    Mrs Price has been Director of the Duke of Edinburgh’s Award in Wales since August 2005. Her role includes the strategic management and quality assurance of the Award in Wales and she is a key member of the UK Award Executive.

    Mr William Thom LL.B.
    Mr Thom is a former Detective Officer and having studied law as a mature student at Glasgow University, now practices as a criminal defence advocate in the courts of Scotland.

    Mr James Turner MA (Cantab); FCIM; MIIM
    Mr Turner’s career has been in international business and over thirty years he has held Executive Director roles in leading global corporations. Returning to Wales, he became International Managing Director at the former Welsh Development Agency before going on to establish his own management consultancy. For the past fifteen years he has also undertaken a series of Non-Executive Director roles in both private business and public organisations. Currently in the public sector this includes: Welsh Assembly Government Management Board; Royal Navy Command Board; Robert Jones & Agnes Hunt NHS Trust. Amongst his voluntary work he serves on the Representative Body of the Church in Wales as Deputy Chairman

    Colonel Philip Hubbard (Retd) OBE, DL, CMgr, FCMI, MIHM MSc
    Colonel Hubbard’s career was spent in the Military (Royal Army Medical Corps), finishing as the Commanding Officer of the Welsh Field Hospital.  His area of expertise is that of training and development – assisting and directing others, particularly the young, to achieve their aspirations. Currently he is the Head of Communications for the Reserve Forces and Cadets Association for Wales which has as one of its outputs the Cadet Force Movement in Wales.  He was awarded the OBE in 2009 for services to Military Health. Colonel Hubbard is currently a Deputy Lord Lieutenant in Mid Glamorgan.

    Special advisor to the Board:

    Professor Howard Williamson CBE
    Dr Howard Williamson is Professor of European Youth Policy in the Faculty of Humanities and Social Sciences at the University of Glamorgan. He previously worked at the Universities of Oxford, Cardiff and Copenhagen, as well as being a practising youth worker for over 20 years. He has contributed to youth policy development in Wales, the UK and across the countries of the European Union and the Council of Europe. Professor Williamson is currently a member of the Youth Justice Board and a Trustee of the Duke of Edinburgh’s Award. He has published extensively on a range of youth questions, especially concerning social exclusion, including The Milltown Boys Revisited (Berg 2004), a follow-up study of a group of men he first met 25 years earlier when they were young offenders in the mid-1970s. He was appointed CBE in the New Year’s Honours 2002 for services to young people.

    Honary Legal Advisor to the Board:

    Mr Gwion Lewis BA, BCL, LLM
    Gwion Lewis is a barrister at Landmark Chambers, London, specialising in public law, environmental and planning law and human rights. He is a graduate of Jesus College, Oxford (BA, BCL) and has an LLM in international human rights law from New York University. He is a former US-UK Fulbright Scholar (2003-04) and the author of several articles and books about environmental law and language rights, including Hawl i’r Gymraeg (Y Lolfa, 2008).

    Ceisiwn ddefnyddio’r wasg a’r cyfryngau lleol i wrthwynebu’r llif cyson o ragfarn negyddol ynglŷn â phobl ifanc yn y cyfryngau cenedlaethol ac, wrth wneud hynny, sicrhau’r cyhoedd bod pobl ifanc yn fodlon ac yn alluog i chwarae rhan gadarnhaol yn eu cymunedau.  Dyma gyfran fechan yn unig o’r penawdau a welodd YCCC eleni.

    Gwobr Dug Caeredin

    Mae canolbwynt gwaith YCCC gyda throseddwyr ifanc ledled Cymru, sef poblogrwydd Gwobr Dug Caeredin fel gweithgaredd achrededig yn system cyfiawnder troseddol Cymru, tyn rhan brofedig a sefydlog er 15 mlynedd, ac mae dros 10,000 o bobl ifanc wedi cymryd rhan ynddi.  Gan fod hon ar gael i rai 14-25 oed, mae’r rhan fwyaf o’r rhai sy’n cymryd rhan ynddi trwy YCCC y tu allant i gylch traddodiadol ac nid ydynt yn ael cymryd rhan oherwydd amgylchiadau cymdeithasol ac ariannol.  Mae’r gefnogaeth a ddarperir gan YCCC yn galluogi rhan sy’n cymryd rhan yn y Wobr i ymwneud â holl ystod y cyfleoedd a gynigir a’r buddiannau cysylltiedig o ran addysg a chyflogaeth.

Mae gwerthuso ar y prosiect hwn wedi dangos cynnydd sylweddol yn y gyfradd o bobl ifanc sy’n llwyddo i gwblhau eu gorchmynion cymunedol ac sy’n osgoi aildroseddu. Cydnabuwyd hyn gan Gynghrair Diwygio Cosb Howard, a ddyfarnodd statws ail orau i’r prosiect ar lefel genedlaethol yn ei Gwobrau Rhaglenni Cymunedol yn 2010.

    Sgiliau Byw Annibynnol/Sgiliau at y Dyfodol

    Cyfunwyd llawer o fewnbwn addysgol amrywiol YCCC mewn rhaglen Sgiliau Byw Annibynnol a ddarparwyd i rai sy’n cymryd rhan mewn gwasanaethau Prawf, YOT ac Ymyrraeth Cyffuriau.  Mae’r cwrs yn para am ddeuddeg wythnos ac mae’n cwmpasu sesiynau theoretig ac ymarferol sy’n ffocysu ar arian, dyled a dinasyddiaeth, llety, cam-drin sylweddau, addysg a hyfforddiant, ynghyd ag agweddau, meddwl ac ymddygiad.  Achredir y cwrs gan y Rhwydwaith Coleg Agored ac mae’n cynnig dilyniant trwy’r Gwobrau Dug CAEREDIN a Menter.

    TAPE – Cerdd a Ffilm

    Ein cydweithrediad llwyddiannus diweddaraf yw gweithio gyda chwmni Cerdd a Ffilm sy’n darparu cyfleoedd cyffrous i gymryd rhan mewn prosiectau cerddoriaeth a ffilmiau. Mae CJIW a TAPE wedi cydweithio i ddatblygu a gosod cyfarpar mewn canolfan adnoddau ym Mae Colwyn ac, wrth gwrs, rydym wedi cefnogi datblygiad y band o ddefnyddwyr gwasanaethau - Wild Stallions! Mae’r fenter ddiweddaraf ar y cyd gan CJIW/TAPE yn cynorthwyo defnyddwyr gwasanaethau i gynhyrchu DVD yn hyrwyddo’r gwasanaethau a gynigir gan y prosiect DAWN.

    Academi Bêl-droed

    Mae Academi Bêl-droed YCCC, sy’n rhedeg dau dwrnamaint dros fisoedd yr haf, wedi dod yn uchafbwynt bob blwyddyn gyda thros dri chant o bobl ifanc yn cymryd rhan yn y digwyddiad yng Nghlwb Pêl-droed Tref Prestatyn.

    Rhwydwaith Coleg Agored

    Mae ein partneriaeth lwyddiannus gyda Choleg Cymunedol YMCA Cymru’n parhau i ddatblygu ac mae ystod eang o unedau RhCA ar gael i bobl sydd am ddychwelyd i fyd dysgu.  Mae achrediad RhCA yn thema sy’n croesi ein holl ymyriadau ac mae llawer o bobl yn dilyn y dilyniant o Wobr i Dystysgrif i ddiploma.  Mae staff YCCC yn dal cymwysterau llawn yn safon y diwydiant, sef Dinas ac Urddau 7303 Hyfforddi Hyfforddwyr.  Darperir dros 2,400 o gymwysterau RhCA yn 2010/11.

    Her Gwasanaethau Antur

    Mae’r cynllun Her Gwasanaethau Antur yn gweithredu mewn partneriaeth â Thimau Troseddau Ieuenctid Abertawe a Gwynedd/Môn ac mae wedi llwyddo i gynnwys pobl ifanc dan 14 oed a dan anfantais mewn gweithgareddau cyffrous ac adeiladol sy’n cynnig llwybr i gymryd rhan yng Ngwobr Dug Caeredin maes o law.

    Cylchoedd Cefnogaeth ac Atebolrwydd

    Sefydlwyd Cylchoedd Cefnogaeth ac Atebolrwydd ym Mai 2007 ac mae wedi recriwtio a hyfforddi pedwar ugain o wirfoddolwyr i gefnogi a monitro troseddwyr rhyw yn eu cymunedau.  Mae’r rhaglen arloesol hon wedi cynorthwyo pedwar ar ddeg ar hugain o droseddwyr risg uchel i ddod yn rhan o’r gymdeithas unwaith eto gan atal niferoedd yr ail droseddau.  Mae’r rhaglen wedi derbyn gwobrau gan Fwrdd Cyfiawnder Troseddol Gogledd Cymru ac WCVA ac mae wedi derbyn cyllid sylweddol gan Ymddiriedolaeth Tudor.

    Gwirfoddoli

    Mae YCCC wedi recriwtio a rheoli dros gant o wirfoddolwyr sy’n gweithio’n bennaf trwy’r prosiectau COSA ac Arc. Yn ogystal â’n gwirfoddolwyr sy’n oedolion, mae’r bobl ifanc wedi cymryd rhan mewn miloedd o oriau o waith gwirfoddol mewn gweithgareddau noddedig yn eu cymunedau gan gynnwys codi £10,000 i brynu gwely gofal canser yn Ysbyty Glan Clwyd.

    Cadeirydd: Dr Dewi Wyn Roberts MBE, M.A. (Cantab), MB, B. Chir, MRCS, LRCP, LP, DL
    Addysgwyd Dewi Roberts yn Ysgol Ramadeg Biwmares, ac yng Ngholeg Downing, Caergrawnt. Daeth yn feddyg yn 1964, ac mae wedi treulio’i yrfa fel ymarferydd cyffredinol. Mae’n gyn-athletwr cenedlaethol dros Gymru ac wedi ennill Rhuban Las yng Nghaergrawnt. Bellach mae’n treulio’i amser gyda materion chwaraeon ac ieuenctid. Mae’n gyn Uchel Siryf Gwynedd, ac yn Ddirprwy Lifftenant ar hyn o bryd. Mae’n aelod o gyngor Prifysgol Bangor.  Mae’n Gadeirydd YCCC o’r cychwyn.

    Mr Jeremy Corbett CBE, MA
    Treuliodd Mr Corbett ei yrfa yn y Gwasanaeth Prawf, gan ymddeol fel Pennaeth Ymyrraeth gydag Ymddiriedolaeth Brawf Dyfed Powys. Mae ganddo brofiad helaeth o’r sector gwirfoddol, yn sgil gwasanaethu ar Fyrddau ar lefel leol a chenedlaethol, a bu’n Gadeirydd Cyngor Cenedlaethol Cymoreth i Ddioddefwyr o 1999-2002 ac yn Is-Gadeirydd ei Fwrdd Ymddiriedolwyr o 2005-2008. Ar hyn o bryd mae’n cynrychioli Cy,orth i Ddioddefwyr ar y pwyllgor Rjeolau Gweithdrefnau Troseddo. Yn 2007 dyfarnwyd CBE iddo am wasanaethau i’r System Cyfiawnder Troseddol.

    Mrs Stephanie Price
    Mrs Price yw Cyfarwyddwraig Gwobr Dug Caeredin yng Nghymru er Awst 2005. Mae ei rôl yn cynnwys rheolaeth strategol a sicrwydd ansawdd y Wobr yng Nghymru ac mae hi’n aelod allweddol o Adran Weithredol y Wobr yn y DU.

    Cyn Dditectif yw Mr Thom ac yn sgil astudio’r gyfraith fel myfyriwr hŷn ym Mhrifysgol Glasgow, mae bellach yn gweithio fel eiriolwr amddiffynnol troseddol yn llysoedd yr Alban.

    Bu gyrfa Mr Turner mewn busnes rhyngwladol a thros gyfnod o ddeng mlynedd ar hugain mae wedi gweithio fel prif Weithredwr mewn corfforaethau blaenllaw ledled y byd. Yn sgil dychwelyd i Gymru, bu’n Rheolwr Gyfarwyddwr Awdurdod Datblygu Cymru cyn mynd rhagddo i sefydlu ei ymgynghoriaeth reoli ei hun. Yn ystod y pymtheng mlynedd ddiwethaf mae wedi cyflawni sawl rôl fel Cyfarwyddwr Anweithredol mewn busnesau preifat a sefydliadau cyhoeddus. Erbyn hyn, yn y sector cyhoeddus, mae’r rhain yn cynnwys: Bwrdd Rheoli Llywodraeth Cynulliad Cymru; Bwrdd Gorchymyn y Llynges Frenhinol; Ymddiriedolaeth GIG Robert Jones ac Agnes Hunt. Ymhlith ei waith gwirfoddol mae’n gwasanaethu fel Dirprwy Gadeirydd Corff Cynrychioliadol yr Eglwys yng Nghymru

    Y Cyrnol Phylip Hubbard (Wedi Ymddeol) OBE, DL, CMgr, FCMI, MIHM MSc
    Treuliodd y Cyrnol Hubbard ei yrfa yn y Fyddin (y Corfflu Meddygol Brenhinol), gan ymddeol yn brif Swyddog Ysbyty Maes Cymru.  Ei arbenigedd yw hyfforddiant a datblygiad - sef cynorthwyo a chyfarwyddo eraill, yn enwedig pobl ifanc, i wireddu eu dyheadau. Ar hyn o bryd ef yw Pennaeth Cyfathrebu Cymdeithas Lluoedd Wrth Gefn a Chadetiaid Cymru sy’n gyfrifol am y Mudiad Llu Cadetiaid yng Nghymru.  Dyfarnwyd OBE iddo yn 2009 am wasanaethau i Iechyd Milwrol. Y Cyrnol Hubbard yw Dirprwy Arglwydd Lifftenant Morgannwg Ganol.

    Yr Athro Howard Williamson CBE
    Dr Howard Williamson yw Athro Polisi Ieuenctid Ewrop yng Nghyfadran y Dyniaethau a’r Gwyddorau Cymdeithasol ym Mhrifysgol Morgannwg. Gweithiodd cyn hynny ym mhrifysgolion Rhydychen, Caerdydd a Copenhagen, yn ogystal â gweithio fel gweithiwr ieuenctid am dros 20 mlynedd. Mae wedi cyfrannu at ddatblygu polisi ieuenctid yng Nghymru, yn y DU ac ar draws gwledydd yr Undeb Ewropeaidd a Chyngor Ewrop. Ar hyn o bryd mae’r Athro Williamson yn aelod o’r Bwrdd Cyfiawnder Ieuenctid ac yn Ymddiriedolwr Gwobr Dug Caeredin. Mae wedi cyhoeddi’n helaeth ar ystod o faterion ieuenctid, yn enwedig ar ddieithrwch cymdeithasol, gan gynnwys The Milltown Boys Revisited (Berg 2004), sef dilyniant i astudiaeth o grŵp o ddynion yr oedd wedi eu cyfarfod am y tro cyntaf 25 mlynedd cyn hynny pan oeddynt yn droseddwyr ifanc yng nghanol y 1970au. Dyfarnwyd CBE iddo yn Anrhydeddau’r Flwyddyn Newydd yn 2002 am wasanaethau i bobl ifanc.

    Ymgynghorydd Cyfreithiol Mygedol i’r Bwrdd:

    Mae Gwion Lewis yn fargyfreithiwr yn Siambrau Landmark yn Llundain, gan arbenigo mewn cyfraith gyhoeddus, cyfraith amgylcheddol a chynllunio a hawliau dynol. Graddiodd yng Ngholeg Iesu Rhydychen (BA, BCL) ac mae ganddo LLM mewn cyfraith hawliau dynol rhyngwladol o Brifysgol Efrog Newydd. Mae’n gyn Ysgolhaig Fulbright (2003-04) ac yn awdur sawl erthygl a llyfr am gyfraith amgylcheddol a hawliau iaith, gan gynnwys Hawl i’r Gymraeg (Y Lolfa, 2008).

    Social Enterprise

    CJIW has been successful in obtaining grant-funding from Rhyl City Strategy and the North Wales Substance Misuse Action Team to develop two nascent social enterprise projects, cultivation of farmland at St Asaph and a homeless support project in Colwyn Bay.  It is envisaged that in due course, these projects will become autonomous self-sustaining enterprises.

    Mae YCCC wedi llwyddo i gael grant gan Strategaeth Dinas y Rhyl a Thîm Gweithredu Cam-drinSylweddau Cymru i ddatblygu dau brosiect menter gymdeithasol newydd, sef trin tir âr yn Llanelwy a phrosiect i’r digartref ym Mae Colwyn.  Rhagwelir y daw’r prosiectau hyn yn fentrau annibynnol maes o law.
